Terms of Service

1. Agreement

These Terms of Service ("Terms") govern your use of VoucherForms (voucherforms.com), operated by VoucherForms LLC ("we", "us", "our"). By creating an account or using the service, you agree to these Terms. If you do not agree, do not use the service.

2. The Service

VoucherForms is a document-preparation tool that pre-fills New York City housing voucher program forms (including CityFHEPS, FHEPS, HASA, and SHARE packets) based on information you enter. We provide software only. We are not a government agency, and we are not affiliated with, endorsed by, or acting on behalf of NYC HRA, DSS, HPD, or any other agency.

3. Your Responsibility for Generated Documents

You are solely responsible for reviewing every generated document for accuracy and completeness before signing or submitting it to any agency, landlord, or third party. Form layouts and program requirements change; we do not guarantee that any generated document is current, complete, error-free, or will be accepted by any agency. Nothing in the service constitutes legal, financial, or professional advice.

4. Accounts

You must provide accurate information when creating an account and keep your login credentials confidential. You are responsible for all activity under your account. You must be at least 18 years old and legally able to enter into this agreement. We may suspend or terminate accounts that violate these Terms.

5. Subscriptions, Trials, and Billing

The service is offered on a subscription basis. New accounts may receive a free trial; when a trial ends, continued use requires an active paid subscription. Subscription fees, billing intervals, and trial terms are shown at signup or on the pricing page and may change with notice. Payments are processed by Stripe. Subscriptions renew automatically until cancelled. Except where required by law, fees are non-refundable.

6. Acceptable Use

You agree not to: (a) enter information you are not authorized to use, including another person's data without their consent; (b) use the service to prepare fraudulent, false, or misleading documents; (c) attempt to probe, breach, or circumvent security measures; (d) resell, scrape, reverse-engineer, or provide automated third-party access to the service; or (e) use the service in violation of any applicable law or regulation, including fair-housing laws.

7. Client and Tenant Data

When you enter information about tenants, landlords, or other individuals, you represent that you are authorized to do so. Our collection and handling of personal data is described in our Privacy Policy, which is incorporated into these Terms.

8. Intellectual Property

The service, including its software, design, and content (excluding government form templates and the information you enter), is owned by us and protected by law. We grant you a limited, non-exclusive, non-transferable license to use the service for your own business purposes while your account is active.

9. Disclaimer of Warranties

The service is provided "as is" and "as available", without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, and non-infringement. We do not warrant that the service will be uninterrupted, error-free, or secure.

10. Limitation of Liability

To the maximum extent permitted by law, we will not be liable for any indirect, incidental, special, consequential, or punitive damages, or for lost profits, lost deals, denied applications, or agency penalties, arising from or related to your use of the service. Our total liability for any claim will not exceed the amount you paid us in the twelve (12) months before the claim arose.

11. Indemnification

You agree to indemnify and hold us harmless from claims, damages, and expenses (including reasonable attorneys' fees) arising from your use of the service, the documents you generate or submit, or your violation of these Terms or applicable law.

12. Termination

You may stop using the service and cancel your subscription at any time. We may suspend or terminate your access for violation of these Terms or discontinue the service with reasonable notice. Sections 3 and 8–11 survive termination.

13. Changes to These Terms

We may update these Terms from time to time. For material changes we will notify you by email and/or a notice on the site. Continued use of the service after changes take effect constitutes acceptance of the updated Terms.

14. Governing Law

These Terms are governed by the laws of the State of New York, without regard to conflict-of-law rules. Any dispute will be resolved in the state or federal courts located in New York, and you consent to their jurisdiction.

Privacy Policy

VoucherForms ("we", "us", "our") is operated by VoucherForms LLC. We respect your privacy and are committed to protecting your personal data. This Privacy Policy explains what we collect, how we use it, and your rights.

1. Information We Collect

Account information: name, email address, password (stored securely using bcrypt hashing).

Broker profile information: the professional details you save to your profile — your name, agency, business address, license number, phone number, and your signature image. We store this so it can be filled in automatically and follow you across your devices. This is your own professional information — never tenant or landlord data.

Payment information: your credit card details are never stored on our servers. Stripe handles all payment processing and retains this information directly. We only store a Stripe customer ID and subscription status.

Usage metadata: timestamps of form generations and an anonymized deal reference used solely to enforce plan limits and detect abuse.

2. Information We Do NOT Store

We deliberately do not persist sensitive deal data on our servers. Specifically:

Deal information you enter (tenant, landlord, and unit details) is sent to our servers only for the moment it takes to generate the requested PDF, used in memory, and then discarded. We keep only a one-way anonymized reference of each deal to enforce plan limits — never the underlying details.

Note: your own broker profile (described in Section 1) is saved on our servers so it can sync across your devices. This is limited to your professional information and never includes tenant or deal data.

6. Data Retention

We retain your account and broker profile while your account is active. You can delete an eligible account from the account menu; the application immediately removes the account, broker profile, encrypted signature, usage records, consent records, sessions, and feedback. You must first cancel an active paid subscription through Billing. Security records are disassociated from the deleted account, and Stripe may retain billing records under its own legal obligations.

Our automated cleanup removes expired or old records on the following schedule: expired or revoked session records after 30 days; expired or used email-verification and password-reset tokens after 7 days; anonymized usage records after 2 years; security audit records after 1 year; successfully processed Stripe webhook records after 400 days; and feedback after 2 years. Database backups may retain deleted data temporarily until the backup retention period expires.

8. Cookies and Browser Storage

We use a secure, HTTP-only session cookie to keep you signed in. Your broker profile and recent in-progress deal history may also be cached in your browser's session storage so forms fill quickly; session storage is cleared by the browser when that browsing session ends. Your broker profile is saved to our servers (see Sections 1 and 2) so it follows you across devices. Deal and tenant information is not persisted in our database and is used by our server only to generate the requested PDF. We do not use third-party tracking cookies or advertising pixels.

9. Children's Privacy

VoucherForms is a business tool for licensed NYC real-estate brokers. We do not knowingly collect information from anyone under 18. If you believe a minor has provided us with information, please contact us immediately.

10. Changes to This Policy

We may update this Privacy Policy from time to time. We will notify you of material changes by email and/or by posting a notice on our website.
